Not sure but it comes with some that you can compare when they arrive

Hi, they come with brake pads so no need to buy separately.

Q: Is it a pair or just the 1?

No it is not, just a single caliper. You'll need to order two (as I have just found out) to do both wheels.

Q: I have front hub and rotor 15mm - 4mm of protruding rivets so Caliper closest has to be less than 10mm to fit, outer size can be bigger

It's a cheap Chinese caliper, only part close to the disc is the pad. The brake pads are standard rectangular ones, this caliper should be a direct replacement for any mechanical disc brake and fit almost any bike. It's cheap enough to throw away if it doesn't fit or send it back, perhaps.
